I politely told them that I had already done all of the steps they were walking me through but they told me that they require the support agent to perform these checks before the warranty process could be started. I told them my issue which they recorded and started walking me through troubleshooting steps. The support agent that I got was very nice and professional. After going to the 'About' section I found the issue.
I thought I was an idiot for not looking there first for the IP address or DHCP settings. While digging through the settings to find the 'reset to factory' option I found the 'About' section. None of the aforementioned troubleshooting attempts worked so I figured the last thing to do before contacting the customer support was to reset to factory settings. I'm proficient in IT and ran through some basic troubleshooting steps including power cycling the TV, resetting router/wireless AP/modem, connecting to my phone through a hotspot, and opening up the network security settings. I checked multiple other devices connected to the same network and all were fine. When attempting to connect the TV to my wifi (no ethernet cable run to room the TV will be) there were no available networks detected.

I attempted to set up the TV through the manual setup skipping the Google Home App setup. I brought the TV home and set it up and noticed that the TV would not connect to the Google Home app as instructed on the TV prompts. I bought the TV from Best Buy on and picked it up on.
